THAT PEOPLE WHO PASSED THEIR DRIVING TEST AFTER 1ST JANUARY 1997 DO NOT HAVE ENTITLEMENT TO TOW TRAILERS OVER 750KGS WITHOUT PASSING A TRAILER TEST .( B+E )
